Notice: Public Comment Period for State of Missouri FY2023-2027 Consolidated Plan, FY2023 Action Plan, and Citizen Participation Plan

JEFFERSON CTY – The State of Missouri is accepting public comments for the FY2023-2027 Consolidated Plan, FY2023 Action Plan, and Citizen Participation Plan. Details, including content of the plans, deadlines for public comment, and public hearing registration information are provided below.

 

State of Missouri FY2023-2027 Consolidated Plan Overview

 

Every five years, the State of Missouri is required to develop a five-year Consolidated Plan, to which all program activities must align.

 

The state currently operates five HUD-funded programs that are subject to the consolidated planning process, across three departments and agencies:

 

  1. Community Development Block Grant (CDBG), administered by the Missouri Department of Economic Development
  2. HOME Investment Partnerships (HOME), administered by the Missouri Housing Development Commission
  3. Emergency Solutions Grant (ESG), administered by the Missouri Housing Development Commission
  4. National Housing Trust Fund (HTF), administered by the Missouri Housing Development Commission
  5. Housing of Persons with AIDS (HOPWA), administered by the Missouri Department of Health and Senior Services

 

The Consolidated Plan covers a variety of topics that inform the State on the direction of each of its programs. These topics include:

 

  • Consultation and Citizen Participation
  • Housing and Community Development Needs Assessments
  • Market Analyses
  • Strategic Planning

 

Within the Strategic Plan, each of the five programs identifies geographic and need priorities, resources and delivery structures, as well as goals and strategies. All actions undertaken must align with the goals identified in this plan.

 

State of Missouri FY2023 Action Plan Overview

 

Each year, the State of Missouri is required to develop an action plan that addresses how each HUD-funded program administered by the State of Missouri will operate over the coming year. The Missouri Department of Economic Development is the lead agency responsible for developing this action plan.

 

 An action plan primarily addresses the following topics for each program:

 

  • The amount of resources available in each program for the year
  • The goals and objectives of each program
  • The types of projects and activities that may be funded
  • The types of applicants that may receive funding
  • The manner of being awarded funding
  • Other program-specific requirements

 

Citizen Participation Plan

 

The State of Missouri’s Citizen Participation Plan outlines the policy the State must follow when engaging in formal citizen participation. The citizen participation plan was developed in accordance with the requirements listed in 24 CFR Part 91.115 (Citizen Participation Plan for States) and HUD requirements contained in the relative Federal Register Notices allocating funds for disaster recovery and mitigation. These requirements are designed specially to encourage participation by low- and moderate-income persons, particularly those living in blighted areas and/or disaster impacted communities.

 

The plan provides citizens (including minorities, the disabled, and non-English speaking persons), units of local government, Tribes, Continuums of Care, organizations (including businesses, developers, nonprofit organizations, philanthropic organizations, and community-based and faith-based organizations) and other interested parties a reasonable opportunity to comment on the plan and encourages them to do so.

 

Public Comment Information

 

The State of Missouri’s draft FY2023-2027 Consolidated Plan, FY2023 Action Plan, and Citizen Participation Plan will be made available on or before March 22, 2022, at ded.mo.gov/cdbg for public comment.
